There is no place in Mobile County that is exempt from the leash law. This includes all municipalities within Mobile County, whether incorporated or unincorporated.
THE ALABAMA STATE CODE IS 3-1-5:
Every person owning or having in charge any dog shall at all times confine such dog or dogs to the limits of his own premises or the premises on which such dog or dogs is or are regularly kept.
THE MOBILE COUNTY ORDINANCE IS SECTION 1-4:
Confinement of dogs on private premises. It shall be unlawful and punishable as a misdemeanor for any person owning, keeping, possessing, harboring or maintaining a dog to cause, permit or allow such dog to be at large on or about any place, lot or premises or portion of same within the county.
Restraint of dogs in public places and off private premises. It shall be unlawful and punishable as a misdemeanor for any person owning such dog to run or be at large upon any street, alley, thoroughfare, sidewalk or public place in the county.
THE MOBILE CITY CODE IS SECTION 7-48:
It shall be unlawful for any dog or cat to run at large in the city on public property or private property where the property owner has not consented to the animal's presence.
